سياسة الرئيس بوتين تجاه الأزمة الأوكرانية

Abstract

The study sought to find out President Vladimir Putin's policy towards the Ukrainian crisis and the annexation of Crimea. The study identified its primary problem in the central question: How did President Putin manage Russia's policy toward the Ukrainian crisis? The studybased its methodological approach on political leadership as one of the entrances to analyzing political systems and decision-making in foreign policy. For this purpose, the study represented three main axes: The first, Putin and the rehabilitation of Russia. The second, the Ukrainian crisis and the attempt to involve Russia.The last, Putin's policy towards the situation and his decision to annex Crimea. The study concluded that President Vladimir Putin's decision regarding the Crimean and Ukraine crisis is prepared to achieve political, military, security and economic goals سعت الدراسة إلى معرفةسياسة الرئيس فلاديمير بوتين تجاه الأزمة الأوكرانية وضم القرم، وقد حددت الدراسة مشكلتها الرئيسية في التساؤل الرئيسي: كيف أدار الرئيس بوتينسياسة روسيا تجاه الأزمة الأوكرانية؟ وقد استندت الدراسة في مقاربتها المنهجية إلى اقتراب القيادة السياسية كأحد مداخل تحليل النظم السياسية وصنع القرار في السياسة الخارجية، وجاءت الدراسة في ثلاث محاور رئيسة، تمثلت فيالأول: بوتين وإعادة الاعتبار لروسيا، والثاني: الأزمة الأوكرانية ومحاولة احتواء روسيا، والأخير: سياسة بوتين تجاه الأزمة وقراره بضم القرم، وقد خلصتالدراسة إلى أن قرار الرئيس فلاديمير بوتين تجاه أزمة القرم وأوكرانيا جاء لتحقيق جملة من الأهداف السياسية والعسكرية والأمنية والاقتصادية، وبما يحافظ على مكانة روسيا العالمية دون الدخول في مواجهة عسكرية مباشرة مع الناتو ودون أي تكاليف اقتصادية وعسكرية ترهق الاقتصاد الروسي، وتحافظ على مصلحة روسيا القومية في عدم انضمام أوكرانيا للاتحاد الأوروبي وحلف الناتو.
