Abstract
یھدف ھذا البحث إلى توضیح الأطماع الإسرائیلیة في المیاه الجوفیة الفلسطینیة
وتأثیرھا في الصراع (الفلسطیني، العربي – الإسرائیلي)، وكیف ترسیم الحدود
الدولیة في المنطقة العربیة. ولقد استخدمت الدراسة المنھج الوصفي التحلیلي الذي
یقوم على أساس تحدید خصائص الظاھرة، ووصف طبیعتھا ونوعیة العلاقة بین
متغیراتھا وأسبابھا واتجاھاتھا، وما إلى ذلك من جوانب تدور حول سبر أغوار
مشكلة أو ظاھرة معینة والتعرف على حقیقتھا في أرض الواقع. ویعتبر ھذا
ً من المناھج والأسالیب الفرعیة مثل
المنھج مظلة واسعة ومرنة قد تتضمن عددا
ُسمت الدراسة المسوح الاجتماعیة، ودراسات الحالات والتطویریة والمیدانیة.

التي اتبعھا الباحث في دراستھ من مبحثین تسبقھا مقدمة، ویتبعھما خاتمة، وقد
جاء البحث على النحو التالي: المبحث الأول والذي یتناول، أثر السیطرة
الإسرائیلیة الفلسطینیة على مستقبل عملیة السلام مع الدول العربیة. وجاء المبحث
الثاني تحت عنوان: السیطرة الإسرائیلیة على المیاه الفلسطینیة وأثرھا على
مستقبل الطروحات السلمیة الخاصة بفلسطین، وبعد ذلك خاتمة، والمراجع
وخرائط تظھر مكان المیاه الجوفیة والانھار وبعض الاحواض الشرقیة لفلسطین.
: إن إسرائیل تقوم بنھب منتظم وقد خِلُصت الدراسة لإفراز بعض النتائج أھمھا
لمیاه المنطقة، وخصوصا حصة دولة فلسطین، وھي تماطل في مسعى التوصل
إلى تسویة سیاسیة، وتعتبر كمیة المیاه المتجددة سنویا والخاصة بدولة فلسطین
ً بصورة مریحة لتلبیة حاجاتھا الاستیعابیة والاقتصادیة
ً أساسیا كافیا
موردا
والتنمیة. وأن منطقة حوض نھر الأردن بأسرھا بحاجة إلى مشاریع مائیة إقلیمیة
یتعاون بموجبھا جمیع دول المنطقة، وخاصة بعد التوصل إلى تسویة سیاسة
للصراع (العربي – الإسرائیلي).
This study aims to show the Israeli interests in Palestinian groundwater
and the role of such interests in the Israel Israeli conflict. In exploring
this issue, the study employed the analytical descriptive methodology, an
umbrella approach that could include a number of various approaches
and methods such as questionnaires and case studies. The study was
carried out in two parts, each preceded by a prologue and followed by an
epilogue featuring the most important results and recommendations. Part
One dealt with the Israeli control of groundwater, and the effects of this
on the future of ‘the peace process’ with Arab nations. Part Two,
however, dealt with the Israeli control of Palestinian groundwater and the
effects of this on the future of the peace initiatives or overtures on the
Palestine Question in particular. The study included annexures and maps
showing the areas of groundwater, rivers, and some basins of eastern
Palestine. The study concluded that Israel plundering systematically
groundwater, especially the portion of Palestine; and that it is
temporizing regarding concluding a political settlement, and that it
considers the amount of water renewed annually, especially that of
Palestine, an essential resource sufficient for fulfilling its needs.
Furthermore, the study stated that the entire area of the Jordan River is in
needs of regional water projects that are to be effected by all the nations
in the region, especially after reaching a modus Vivendi about this
unequal Arab-Israeli conflict.
