Quality Framework for achieving sustainability and Improvement in Higher Education sector in Palestine

Abstract
This paper explored the theoretical constructs and implementation of quality models to contextualize and integrate quality models to design and build a framework for continuous improvement in Higher Education Institutions (HEIs) in Palestine, on the other hand to promote the Arabic identity for the national HEIs. Furthermore, this research points out that there is great need for institutional quality in Palestine higher education sector, the changing Palestinian higher education landscape and particularly the improvement and incorporation of HEIs requires a framework to ensure institutional quality in the higher education sector, focusing on areas like teaching and learning, governance, marketing, finances and other institutional operations which are not a focus of the Accreditation and Quality Assurance Commission (AQAC) audits.
