Abstract: This study aimed to identify the factors affecting the decisions of staff promotion in Ministry of National Economy, and determine whether there are significant statistical differences in the answers of respondents about the axes of the basic study consisting of: (an integrated system in the ministry, other effects). The researcher adopted a descriptive analytical approach. Therefore, the study was applied and implemented in a comprehensive manner covering the whole study community (241) employees in the ministry. The study has adopted the questionnaire as a major tool in terms of data collection where (186) questionnaires were recovered (77.2).It was conducted by the statistical program (SPSS) and the application of simple regression method and multiple regression to find the strength of the effect of the independent variables on the dependent variable (the staff promotion). Some of the most important results of the study is that all aspects of the integrated system affect the decision of staff promotion (job description, the efficiency of direct contact manager, the accuracy of administration, training programs, the disclosure of information to candidates for promotion, the application of the civil service law, the annual performance efficiency reports, and administrative transparency and integrity). Also Aspects of other factors' axis affect the decision of staff promotion in the Ministry of National Economy (discrimination by political affiliation, family and sex, and the years of experience). The researchers recommended that there is a need to raise the efficiency of the ministerial systems concerning promotion process, and to adopt a clear and fair mechanism of staff promotion.
